Senior Cultural Resources Specialist

GENERAL DESCRIPTION OF WORK: Coordinates, oversees, and directs the Federal Rehabilitation Tax Incentives program and works directly with architects, developers, property owners and other individuals concerned with historic building rehabilitation projects.

ESSENTIAL FUNCTIONS:
• Within federally mandated time frames, review and respond to Section 106 requests for SHPO comment.
• Respond to federal agency decisions for determinations of eligibility for the National Register of Historic Places.
• Develop recommendations for the protection of important historic and archaeological sites.
• Negotiate and review treatment plans, preservation, and protection of historic properties.
• Negotiate memorandum of agreement with outside federal agencies, industry, and the interested public.
• Develop, research and write nominations for sites and districts for the National Register of Historic Places, assisting property owners in writing National Register nominations when necessary.
• Provide comment and technical advice on historic preservation terms, standard architectural descriptions, statements of significance, and boundary justifications in order to ensure the property is properly documented and evaluated.
• Coordinate, oversee and direct the Federal Rehabilitation Tax Incentives program on the state level, working directly with architects, developers, property owners and other individuals concerned with historic rehabilitation projects.
• Organize and review all rehabilitation application materials for submittal to the National Park Service.
• Conduct public outreach, education and training for federal and state agencies, local governments, industry, professional consultants, students, and the public, concerning procedures and responsibilities under of the National Historic Preservation Act specifically involving the National Register of Historic Places and various legal agreements executed for specific projects.
• Educate the general public about the value and importance of Wyoming's cultural heritage.


KNOWLEDGE AND SKILLS:
• Knowledge of historic preservation philosophy and principles.
• Knowledge of federal preservation laws, regulations and guidelines.
• Skill in effective scheduling and management of daily workload.
• Skill in evaluation and interpretation of archaeological and historic information.
• Ability to effectively and diplomatically work with and educate other professionals, industry representatives and the general public.


PREFERENCES:
Bachelor's degree in history, archaeology, historic preservation or closely related field, PLUS three years of professional work experience in historic or archaeological resources management, preservation, research or development.
