BROAD SCOPE OF POSITION
The Architectural Survey Coordinator oversees the historical architectural survey projects under the Certified Local Government and State Historical Fund grant programs. Of paramount importance, this position develops strategies and administers guidance regarding architectural survey. The Survey Coordinator updates and publishes survey guides, provides general information regarding cultural resource survey, and manages the countywide and Small Town survey initiatives, including through field assistance. Travel to all parts of the state in a variety of weather conditions may be required to observe survey projects. This position is eligible for flextime, flexplace, and job sharing as allowed under Society policy and at the discretion of the employee’s supervisor. This position is a non-classified, full time position, exempt from overtime under the Fair Labor Standards Act, reporting to the National and State Register Coordinator, and serving at the pleasure of the Board of Directors. This position has been exempted from the State Personnel System.
Among the challenges to this strategy are that rural historic and cultural landscapes, including their associated architectural and archaeological resources, are among the most threatened in our state due to development pressures. Rural historic landscapes may be associated with agriculture, mining, transportation, and ranching. Often, resources not previously identified or inventoried prove more vulnerable to development pressures. As such, it is imperative to analyze proactively geographic and typological resources underrepresented in the current inventory.
DUTIES AND RESPONSIBILITIES:
Manage and promote countywide and rural survey initiatives Conduct field survey of areas or resources identified as underrepresented, such as ethnic heritage Assist preservation partners in developing strategies and methodologies conducive to the wholesale survey of urban environments Assist partners in holding regional meetings that showcase the results of local inventory and survey to increase community awareness of resources Increase outreach efforts regarding the advantages of survey to private landowners, locally elected officials, emergent energy industries, etc. Review Certified Local Government and, as needed, State Historical Fund-generated architectural survey applications and projects Assist in evaluating, updating and maintaining History Colorado Cultural Resource Survey Manual and associated survey forms Regularly revise and expand the on-line Guide to Colorado Architecture and Guide to Colorado Architects Provide general information regarding cultural resource surveys. Link survey program to heritage tourism proactively Finalize and oversee ten-year statewide Strategic Survey Plan Conduct analysis and reevaluate fundamentals of survey to ensure usability and achievability Survey communities regarding how to better facilitate local reconnaissance Promote breadth of technologies and techniques to gather information Examine ways to promote that eligible resources surveyed move forward towards designation Promote the development of Cultural Landscape ReportsQUALIFICATIONS:
The successful applicant must meet the Professional Qualification Standards in Federal Regulations 36CFR61 Appendix A for Architectural History. Landscape evaluation/documentation experience preferred. Additional consideration given based on previous survey work. Experience in historical research and writing, cultural resource survey and evaluation, cultural resource management, and historic preservation administration is desirable. The position requires the ability to plan and prioritize projects to meet deadlines and goals. The candidate must have strong interpersonal skills, work well in a team environment, and be creative and flexible. Supervisory or teaching experience is a plus. Computer word processing and database experience, strong organizational abilities, and effective communication skills are needed.
TRAVEL:
Must be able to travel independently throughout the state, including overnight stays. Travel may be necessary in a variety of weather conditions.

BROAD SCOPE OF POSITION
This position exists to administer state and federal laws relating to archaeological and historic resources, with statutory responsibility to, “coordinate, encourage, and preserve … the full understanding of [these] resources as … [they] pertain to man’s cultural heritage” (CRS 24-80-403). This is done by implementing various educational and regulatory programs housed in the Office of Archaeology and Historic Preservation (OAHP), including site information management, review of development projects, local government preservation programs, rehabilitation tax credits, adult education certificates, state permits for archaeology and paleontology, a website and index of educational publications, and formal consultation with other government agencies and tribal governments. The position provides staff authority on archaeological matters within the State Historical Society (also known as History Colorado). The position serves as a staff member of the Archaeology and Historic Preservation Committee of the Society’s Board of Directors. This position is a non-classified, full time position, exempt from overtime under the Fair Labor Standards Act, and serves at the pleasure of the Board of Directors. This position has been exempted from the State Personnel System.
DUTIES AND RESPONSIBILITIES:
Statutory Duties of the State Archaeologist including:
Advise state and local governmental agencies and private persons on archaeological problems; Promote development of archaeological resources for educational purposes; Conduct studies to develop archaeological information; Inventory and analyze the state’s archaeological resources as to location, quantity, and cultural significance; Collect and preserve archaeological resources; Advise the state and act as liaison in transactions dealing with archaeological resources between state agencies and other states, and between state agencies and the federal government on common problems and studies; Issue permits to qualified applicants for the conduct of archaeological and paleontological studies; Arrange for the care, use, and storage of any archaeological resources collected under permit; Prepare, publish, and distribute reports, maps, and bulletins; Accept, and through state procedures, use, disburse, and administer federal funds or other property, services, and money allotted to the office of the state archaeologist; Implement, maintain, and oversee a program of salvage archaeology; Establish and coordinate a procedure for out-of-state loans of items collected under state permit; Work with other employees of the Society for the maximum conservation of archaeological resources and dissemination of knowledge pertaining to archaeology; and Manage discoveries of unmarked human graves in consultation with the Colorado Commission of Indian Affairs, assuring compliance with federal and state law.Duties of the Deputy State Historic Preservation Officer including:
Coordinate with the grant administrator who communicates with the federal granting agency (National Park Service) to assure that Colorado’s historic preservation program continues to meet or exceed federal requirements. Assist the State Historic Preservation Officer to implement the activities defined in the National Historic Preservation Act, with delegated signatory authority for programmatic matters; Provide leadership and guidance to staff of the Office of Archaeology and Historic Preservation, including the Information Management Unit, the Intergovernmental Services Unit, and the Office of the State Archaeologist on the development of annual priorities and work plans; Assist the Society’s executive management team with the development of the annual operating budget request as it applies to the Office of Archaeology and Historic Preservation; Facilitate communication between work units of the Society and across professional specializations internally (archaeology, history, architectural history, and administration); Participate on selection committees and provide performance input to the Society’s senior executive management team to ensure that standards for professional qualifications and work performance are achieved; Ensure that all records are well managed and staff are trained in the proper provisioning of records to achieve superior customer service while maintaining appropriate confidentiality; Provide archaeological expertise for program areas of the Office of Archaeology and Historic Preservation, the State Historical Fund, the National and State Registers, and Preservation Planning; and Participate in formal hearings and deliberations related to archaeology and historic preservation.Public Education including:
Direct the Program for Avocational Archaeological Certification, a series of noncredit courses for adult volunteers in 15 communities, offered in partnership with the Colorado Archaeological Society; Through attendance at conferences and participation in working groups, serve as liaison between the Colorado Historical Society and the professional and avocational archaeological communities; Represent the interests of archaeology in consultations with Native American groups; Chair the Colorado Interagency Anti-Vandalism Task Force and plan activities for the annual Colorado Archaeology and Historic Preservation Month; Present public programs and provide speakers on archaeological topics; Work with public schools, colleges, and universities to provide information on archaeology and historic preservation; and Provide ideas, content, and review for Society exhibits and publications that pertain to archaeology and historic preservation.QUALIFICATIONS:
The successful applicant must have a “Post graduate degree in archaeology or anthropology and … sufficient practical experience and knowledge in archaeology to qualify …” (CRS 24-80-404). M.A. required and Ph.D. preferred. Minimum of five years of experience, including two years of progressively responsible cultural resources management, plus field experience and publications.
HIGHLY DESIRABLE:
A Ph.D. in archaeology or anthropology. Teaching experience is desirable.

Group Leader of the Cultural Resources Management Group, which includes the archaeology and architectural history practices. Specific responsibilities include:Fiscal Responsibilities;
- Closely monitor and manage the Group’s weekly sold time and direct labor to ensure goals are met.
- Track and report on the Group’s monthly financial performance, sales and backlog.
- Prepare monthly financial reports and attend the monthly Mid-Month Review (MMR) meetings.
- Provide direction to the Team Leaders to ensure the financial reporting, administrative requirements and project controls are attained.
- Review and submit for approval the Group’s expenditures, including conference and professional activity approval PAAs) requests.
- Assist with the annual Budget Planning process, including development and projections of Group’s metrics and requirements for growth.
Administrative Responsibilities;

Business Development:Coordinate with Business Operations Managers and Program Development Managers (PDMs) in the preparation of strategic business initiatives for their market/client area(s). Coordinate and ensure preparation of annual Joint Strategic Planning (JSP) materials and inputs for Annual Office Business Plan. Generate new business and achieve annual sales goals for the group.
Review and approve all proposals developed by the group. Facilitate interoffice, inter-RBU, and interdivisional coordination/collaboration. Identify new strategic initiatives for group and coordinate with office management to develop personnel requisitions, recruit and hire candidates necessary for strategic initiative implementation. Collaborate in Go/No-Go decisions, pursuit strategy, and proposal/interview efforts for Group pursuits. Participate in key business development meetings and marketing opportunities, attend or ensure representation at weekly Business Development Steering Team meetings.
