January 2, 2010: Battlefield Project Grants, American Battlefield Protection Program

These grants provide seed money for projects that lead directly to the identification, preservation and interpretation of battlefield land and/or historic sites associated with battlefields. Grants range from $5,000 to $80,000. Eligible applicants are non-profit groups, academic institutions, other private sector organizations, and local, regional, state, and tribal governments.

January 13, 2010: National Endowment for the Humanities, Division of Public Programs grants.

The National Endowment for the Humanities, Division of Public Programs funds public projects at museums, libraries, historic sites, and other historical and cultural organizations. The grants support historic site interpretation, exhibits, reading or film discussion series, symposia, and digital projects. Faculty Position in Historic Preservation

The University of Southern California’s School of Architecture seeks tenure track faculty in the area of historic preservation. Dean Qingyun Ma and our faculty recognize our unique potential for our School to address some of the most compelling questions in preservation today---particularly in regard to issues of the Los Angeles region, the American West, Latin America and the Pacific Rim.

USC is an internationally recognized research university. We are searching for new faculty who are able to balance research and/or practice with the demands of teaching. Faculty specializing in the area of Historic Preservation will be expected to teach within our Masters of Historic Preservation degree program, as well perhaps in some area of our other architectural degree programs (depending on faculty’s area of specialization and credentials), including the advisement of a small set of graduate students with their thesis work.

The undergraduate program ranks in the top ten in America, offering a professional five year Bachelor of Architecture and a four year Bachelor of Science in Architecture, and boasts two Pritzker Prize Alumni, Frank Gehry and Thom Mayne. The School of Architecture currently offers several graduate degree programs: a Master of Architecture, a Master of Building Science, a Master of Landscape Architecture, and a Master of Historic Preservation, with interdisciplinary certificates in each area. Many of our students also participate in a range of study abroad offerings in Europe and Asia. The School of Architecture launched a new PhD Program in 2008-- with an initial focus on the building sciences and technology research area. The School intends to expand into other areas of architecturally-related research over the next few years, including the area of Historic Preservation.

Requirements for the position include a graduate degree in historic preservation or architecture or the equivalent and a proven record demonstrating teaching, practice and research. Candidates with either a PhD or critical design practice with proven excellence in the area of Historical Preservation are encouraged.

Qualification requirements

Graduation from a recognized or accredited college or university with a Master's degree in archaeology, anthropology, or closely related field; at least one year of a full-time professional experience or equivalent specialized training in archaeological research, administration or management (to include demonstrated ability to carry research to completion); at least four months of supervised field and analytic experience in general western pacific archaeology; and at least one year of full-time professional experience at a supervisory level in the study of archaeological resources of the prehistoric or historic period. At least two years of experience in Section 106 research and correspondence.

Minimum educational requirements

"Pursuant to Public Law 27-61, all employment in the service of the government of Guam shall have, as a reasonable measure of job performance, the minimum requirement of a high school diploma or a successful completion of a General Educational Development ("GED") Test, or any equivalent of a general education high school program, or a successful completion of a certification program, from a recognized accredited or certified vocational technical institution, in a specialized field required for the job. This shall apply to individuals hired after May 17, 2002. This requirement does not apply to incumbent employees hired prior to May 17, 2002 if applying for positions in the same class series."

Suitability determination form

Nature of work

Administers the Review and Compliance, Survey and Inventory program areas of the Historic Preservation Fund Grant under the National Park Service, U.S. Department of the Interior, and the Guam Historic Resources Division of the Department of Parks and Recreation.

Illustrative examples of work

Determines the need for archaeological surveys and salvage of government-owned or controlled lands; conducts comprehensive surveys of historic properties; processes and maintains survey data and reports. Ensures compliance with the preservation and protection of historic and archaeological resources as required by the Historic Preservation Fund (HPF) program. Develops and reviews research designs and scopes of work; reviews archaeological mitigation plans, archaeological impact assessments, and related project documents. Develops and implements policies and other guidelines on the collection, identification, description, preservation and protection of archaeological and ethnological objects. Engages in research activities and prepares synthesis of professional work suitable for public interpretation. Prepares and administers the budget for historical preservation projects; administers policies for personnel, training and safety; and performs other administrative functions. Serves as consultant to colleagues, representatives of the academic community and the general public. Performs related duties as required.

Knowledge, abilities and skills

Knowledge of the principles and theories of archaeology, anthropology of the Pacific area, and prehistoric or historic archaeology. Knowledge of archaeological research methods, practices and procedures. Knowledge of the geography of the Pacific with emphasis on Guam and Micronesia. Knowledge of Guam and Micronesia histories. Ability to administer a comprehensive archaeology program. Ability to analyze and identify archaeological data and make recommendations regarding salvage and preservation. Ability to make decisions in accordance with program guidelines. Ability to interpret and apply pertinent laws, regulations, and other program guidelines. Ability to evaluate operational effectiveness and recommend and implement appropriate changes to improve effectiveness. Ability to work effectively with the public and employees. Ability to communicate effectively, orally and in writing. Ability to prepare archaeological research papers and reports.
Examination requirements
A written test is not required. Applicants will be rated on a scale between 70.00 to 100.00 percent on the basis of their training, education and experience in relation to the requirements of the position.

Interviewing procedures

A personal interview or interview by telephone (if off-island) will be held by the appointing authority or his designee for all eligible referred via certification.

Drug screening

This is a Testing Designated Position (TDP), as identified in the Drug Free Workplace Program. An applicant tentatively selected for this position will be required to submit to urinalysis for illegal use of drugs prior to final selection. [Exception: If the position change is for thirty (30) days or less, or the applicant is a classified employee not moving to a TDP or currently occupies a government of Guam Testing Designated Position (TDP), no applicant test is required.] The selection is contingent upon a negative drug test result and, thereafter, the selectee will be subject to drug testing on a random basis as the incumbent of a TDP. Further, all government employees may be subject to drug testing under certain circumstances such as reasonable suspicion and after an accident or an unsafe practice. All individuals will have an opportunity to submit medical documentation that may support the legitimate use of a specific drug to a Medical Review Officer. An applicant's test results will be provided to the selecting official and the Department of Administration, Human Resources Division, before a final selection is made. A verified positive drug test result of a current employee occupying a TDP will also be provided to the employing appointing authority. Situations in which applicant refused or ignored the requirement to take a pre-employment drug test without just cause are to be handled as disqualifications.

DUTIES:

Serves as the Republic’s technical expert on archaeology and historic preservation. The Archaeologist will guide or assist the Historic Preservation Office in the following activities: Head the archaeological compliance program of the Historic Preservation Act of 1991. Train Historic Preservation Office staff in archaeology and cultural resource management to enable them to be as knowledgeable, self-sufficient and self-directed as possible in carrying out their mission. Developing, coordinating and carrying out plans for archaeological surveys and test excavations including the preparation and delivery of final reports. Establishing and maintain standardized cultural resource inventories and registration system. Monitoring ground disturbing projects. Assessing the condition and evaluating the significance of a variety of cultural resources. Cultural resource management planning. Designing and managing cultural resources databases. Ensuring compliance with Section 106 of the U.S. National Historic Preservation Act with regard to U.S. federal undertakings in the Republic of the Marshall islands. Conducted or supervised by the Archaeologist shall meet the U.S. Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation. Reporting publications, audiovisual materials, and training and public information materials produced by the Archaeologist in the course of his/her duty shall include the required acknowledgment of NPS financial support, the required NPS/Interior disclaiker statement, and the required U.S. Government non-discrimination statement. One copy of any publication must be approved by the RMI HP and the National Park Service. Perform other related duties as assigned.

Graduation from a recognized college or university with a Master degree in Anthropology, Archaeology or related field. Plus at least three (3) years professional experience in the fields. Or, any combination of education and experience which may be acceptable to the Public Service Commission.

The Massachusetts Historical Commission, office of the State Historic Preservation Officer, is seeking an Architectural Historian/ Preservation Planner to work within its Technical Services Division. Job responsibilities include review of state and federal projects for effects on historic resources in compliance with state and federal legislation; review project applications for federal Investment Tax Credits and state historic rehabilitation tax credits; and the development and administration of programmatic historic building rehabilitation programs with local communities in compliance with federal historic preservation law.

Candidates should have a M.A. in Architectural History, Historic Architecture, Historic Preservation Studies, or a related field. Prior experience reviewing technical aspects of architectural plans and drawings is preferred. Some knowledge of Massachusetts history and architecture and familiarity with federal and state historic preservation law and regulations, the Secretary of Interior’s Standards, and the National Register of Historic Places are preferred. Candidates should be well-organized and able to communicate effectively with the public. Negotiation skills desirable.

The Minnesota Historical Society’s Historic Preservation Department seeks applicants for a Manager of Government Programs & Compliance to manage the review and compliance functions of the State Historic Preservation Office’s responsibilities with the federal historic preservation program and the Minnesota Historical Society’s responsibilities specified by state law and regulation. The position also manages the local government programs for the SHPO. This is a full-time, regular position (2,088 annual hours) located at the History Center in St. Paul, MN.

Summary of work: Responsibilities include:

    1. manages a department work unit comprised of the Review & Compliance and Local Government program staff ;
    2. conducts reviews of federal undertakings to determine the presence or potential properties listed on or eligible to be listed on the National Register;
    3. evaluates the effect of federal undertakings on historic properties;
    4. responds, to requests for comment by state agencies or through state rules regarding the protection of historic properties;
    5. responds to other requests for assistance to protect significant historical properties;
    6. maintains effective working relationships with relevant federal, state and local governmental agencies and officials;
    7. oversees the Local Government Programs for the State Historic Preservation Office; and
    8. participates in the development of department priorities and plans as part of the department’s management team.

Minimum Qualifications:

  • B.A. in history, historic preservation, urban and regional planning, law or related field with specialized course in historic preservation, land use development, or environmental protection plus 6 years program experience or equivalent OR an advanced degree plus 5 years program experience or equivalent.
  • Five to seven years experience with federal historic preservation programs and in the related environmental review arena.
  • Ability and skills to communicate effectively orally and in writing, and a demonstrated ability to supervise, motivate and train others.
  • Advanced problem solving abilities with experience in mediation and negotiation.
  • Ability to work with various federal, state, and local agencies.
  • Demonstrated ability to manage professional staff.
  • Highly developed interpersonal skills to negotiate, mediate and collaborate with a wide variety of people with a diverse range of knowledge and skills and diverse backgrounds, education and interests.
  • Ability to speak effectively to both large and small groups.
  • Valid driver’s license and willingness to travel and work on evenings and occasionally on weekends.

Desirable Qualifications:

  • Advanced degree in history, historic preservation, urban and regional planning, law or related field with specialized course in historic preservation, land use development, or environmental protection.
  • Meets the Secretary of the Interior’s Professional Qualifications Standards in one of the following disciplines: architecture, history or architectural history.
  • Extensive knowledge of the state and federal laws and regulations relating to historic preservation and the larger environmental review process within which these laws function.
  • Knowledge of Minnesota history or prehistory.

Salary: $4,062.00 - $4,710.00 starting monthly range.

The Position

Cultural/Natural Resource Specialists perform a broad range of professional and technical work involving cultural/natural resource assessment, programming, funding, evaluation, survey, inventory, preservation, research, education, planning, mitigation, and recovery. These duties are not required for all positions.

Incumbent performs the full range of duties in the series concept. Additionally, this level is distinguished from the Cultural/Natural Resource Specialist I by responsibility for on-site supervision of archaeological projects, including responsibility for the quality of field operations and data gathering, development of proposals including resource evaluations and recommendations, and preparing comprehensive field records and detailed reports. Positions allocated to this level prepare comprehensive archaeological research reports involving site testing and analysis to meet federal and State requirements.

This position is located within the Environmental Services Division, Carson City. Responsible for the technical quality of archaeological field operations, for direct on-site supervision of all aspects of field work and data gathering, for proposing resource evaluations and recommendations for further treatment and for preparing field records and descriptive reports.

Nature of Work in This Class

Assess the effects of federally, state, and locally assisted projects to historic properties, pursuant to Sections 106 and 110 of the National Historic Preservation Act and Section 149.53 of Ohio Revised Code; advise and educate agency staff and others about the Section 106 review process; and maintain computer and paper records.

Illustrative Examples of Work

Analyze project documentation to determine the eligibility of prehistoric properties for listing in the National Register of Historic Places and to provide comments and recommendations for the purpose of surveying and identifying prehistoric properties. Review surveys, data recovery plans, maps, drawings, photos, and other technical documentation in order to assess effects of projects to prehistoric properties. Synthesize review results and clearly communicate the outcome in writing, meetings, and other communication media. Make site visits to evaluate effects of proposed projects on prehistoric properties. Negotiate agreements to avoid or mitigate adverse effects to prehistoric properties. Review and comment on federal and state regulations. Review state and local projects to assess impacts to prehistoric properties. Create and provide education and assistance to federal, state, and local agencies, individuals, companies, and organizations, including workshops and conference sessions.

Supervisory Responsibilities:

May require the oversight and supervision of volunteers, interns and temporary staff.

Essential Knowledge, Abilities, and Skills

Ability to communicate effectively, both orally and in writing, with a wide range of preservation constituents in both the public and private sectors. Basic mathematical skills with the ability to apply mathematical concepts to practical situations. Ability to use Microsoft Office software or the equivalent, including spreadsheet, database, and word processing applications. Ability to use Windows and Windows-based PCs and peripherals. Ability to implement, plan, and critically evaluate research. Ability to review, understand, and interpret a variety of technical data, such as engineering drawings and specifications, primary and secondary research sources, and maps. Ability to use Geographic Information System software.

Typical Physical Demands

Requires prolonged sitting, frequent standing, and bending, stooping, and occasional lifting up to 25 pounds. Requires normal range of eyesight, hearing, and manual dexterity sufficient to operate keyboard, telephone, photocopier and other office equipment.

Typical Working Conditions

Normal office environment. Occasional evening or weekend work. Work may be stressful at times. Requires ability to travel, sometimes with overnight stays. Work may involve attendance at public meetings and site visits, as well as occasional archaeological investigation and monitoring.

Qualifications

A graduate degree in archaeology, anthropology, or a closely-related preservation field, or its equivalent in education and experience, plus a minimum of four years of work experience in a professional capacity in the relevant discipline, or must meet the professional qualifications standards in 36 CFR 61, Appendix A. Familiarity with the Secretary of the Interior’s Standards and Guidelines for Archaeology and Historic Preservation, as well as other federal historic preservation laws, regulations, and guidelines.

This position provides technical assistance to property owners, government officials, and others about state and federal rules and regulations that pertain to historic preservation to ensure accurate technical information is provided; reviews construction plans to determine compliance with federal and state historic preservation laws; coordinates the Federal Income Tax Credit program as well as the State Property Tax Moratorium for historic properties; manages sub-grantees and contracts to ensure grant and project goals are realized and funds are properly allocated; provides information to the public about historic preservation to increase the awareness of the importance of cultural resource management and preservation; and performs other work as assigned.

The San Antonio Conservation Society Foundation seeks a historic preservation professional for anew full-time Preservation Field Representative position to expand field service programs of the San Antonio Conservation Society. The position is made possible by a matching grant from the National Trust for Historic Preservation’s Partners in the Field Initiative intended to expand field service across the nation. The Field Representative will be an employee of the San Antonio Conservation Society and also represent the National Trust in delivering services to support historic preservation efforts in the San Antonio area.

Education:

Undergraduate or terminal professional degree in architecture, planning, historic preservation, or similar field. Graduate degree in a related field and/or graduate coursework in historic preservation preferred.

Skills: Ability to interact one-on-one and in groups with diverse clients and general public and communicate clearly in oral and written formats. Strong organizational, computer (Microsoft Office, Excel, PowerPoint, as well as photography, other means of producing reports and presentations) and writing skills, working knowledge of historic preservation, rehabilitation techniques and materials, architectural history. Must be able to balance many tasks at once and shift priorities to accommodate change. Must be highly motivated and a self starter. Bilingual fluency (English/Spanish) is preferred.

Experience:

Experience in community development, urban planning, or historic preservation field. Experience in project budget management. Previous public speaking, lecturing and interaction with public commissions and boards preferred. In addition to knowledge of historic preservation process and procedures, experience in any of the following areas will strengthen a candidacy: urban and regional planning, community development, real estate development, governmental relations, advocacy and community organizing, preservation, environmental, or land use law, communications, information technology, and/or fundraising.

Program:

A three-year commitment will be required for this position which is made possible through a Partners in the Field grant from the National Trust for Historic Preservation. This is a pilot program and will be a model for other organizations. While it is the intent of the San Antonio Conservation Society is to continue this position at the end of three years, we cannot guarantee that at this time.

Salary: $35,000/yr plus benefits

GENERAL DESCRIPTION OF WORK:

Manage and supervise all personnel in the State Historic Preservation Office (SHPO) and Archaeology programs in multiple locations in Wyoming. Establish priorities, coordinate and integrate all SHPO and Archaeology program activities as part of the Division of Cultural Resources (CR), in collaboration with other CR program managers and directly with the division administrator. Represent the Department of State Parks and Cultural Resources on historic preservation and archaeological issues at the state, regional and national levels. Responsible for budget management of the programs. Must comply with all pertaining state and federal directives.

ESSENTIAL FUNCTIONS:

Manage the SHPO and Archaeology programs in a way which reflects the interests of the State and its citizens while fulfilling statutory obligations. Provide daily oversight of all aspects of the two programs in Cheyenne and Laramie. Work closely with the State Archaeologist to oversee the Laramie staff and in maintaining the partnership with UW. Provide lead representation for the Department on historic preservation and archaeological issues at the state, regional and national levels. Establish and maintain relationships which benefit the program with the legislature, industry and the public. Establish priorities, coordinate and integrate all SHPO and Archaeology program activities as part of the Division of CR, in collaboration with other CR program managers and directly with the division administrator, to assure implementation of department goals, activities and efficiencies. Identify and implement cooperative strategies which assure that State and Federal agencies and local governments receive advice and assistance in carrying out their historic preservation and archaeological responsibilities. Oversee the management of SHPO and Archaeology budgets.

KNOWLEDGE AND SKILLS:

Knowledge of Wyoming history, archaeology and historic preservation. Knowledge of fiscal procedures and regulations. Knowledge of personnel management and rules. Skill in change management. Skill in supervision. Skill in managing federal programs within established rules and regulations. Skill in working collaboratively with distinct, and sometimes opposing, constituencies on complex issues. Skill in public speaking. Skill in managing multiple demands on time and resources. MINIMUM QUALIFICATIONS:

Any combination of training and experience equivalent to a master's degree in history, archaeology, recreation management, political science, historic preservation or closely related field, PLUS five years of professional work experience in historical, archaeological or recreational resources management, preservation, research or planning, INCLUDING two years with supervisory responsibilities
