2004 Annual Meeting Summary

The 2004 Annual Meeting was held in conjunction with Preservation Action, March 6-10 in Washington, D.C. There were over 200 participants representing SHPOs, federal agencies, non-profit organizations and other historic preservation advocates. Participants attended a variety of sessions, and were updated on the important legislative issues - the Historic Barn Preservation Program; the Conservation Trust Fund (CTF); TEA-21 (Transportation Equity Act for the 21st Century) Reauthorization; the Historic Preservation Fund (HPF); the Historic Preservation Caucus; the Presidential Sites Improvement Act; and funding for State Historic Preservation Offices (SHPOs). With this information, participants then made visits to Capitol Hill, meeting with their Representatives and Senators and lobbying for these issues.

The effectiveness of these "in-person" meetings and follow-up letters, phone calls, and emails paid off!

  • Membership in the House of Representatives Historic Preservation Caucus jumped from 53 to 71
  • 35 Senators signed a "Dear Colleague" letter asking Senate Interior Appropriations Subcommittee Chairman Conrad Burns (R-MT) and Ranking Member Byron Dorgan (D-ND) to include $50 million for SHPOs in their FY2005 appropriations bill
  • 81 Representatives signed a "Dear Colleague" letter asking House Interior Appropriations Subcommittee Chairman Charles Taylor (R-NC) and Ranking Member Norm Dicks (D-WA) for $50 million for the SHPOs in FY2005
